I have a few bottles reusable travel size (1.7 ounces) that are completely blank (ie do not have all the labels indicating the actual TN liquid it contains, but it is clear that c ' is less than 3 oz) - Is this allowed in the zip-lock bag?

Yep it is. CATSA will be hip to this question. They often see it. Just do not exceed your total authorized amount.

The agents know what a bottle looks like three ounces. You'll be fine.

Re the comment above about not going over the amount of your license - the only restriction on the quantity of bottles you can bring that can fit in a quart bag.

No, the actual amount should not be on the container himself. As long as you have the containers in a transparent bag you're all set.
